the specialty of 8.080204 "Social computer science"
at the Kharkov National University of Radio Electronics.

The national doctrine of the development of education (the Decree of the President of Ukraine from April, 17th, 2002 № 347/2002) sets to the institute of higher education of the country a task to support approaching to the level and the way of life activity organisation of the developed countries on the basis of transition to a new type of humanitarian-innovative education.

One of the key directions of this task solving is the creation of the personnel and information resources intended for identification and solving of the most actual problems of today - social - by development and introductions of science intensive system knowledge oriented technologies.

The speciality of Social informatics (SI) is meant for social problems solving of the society by processing the information and knowledge on the basis of information-communicational technologies.

Not information technology are the object of SI, but and the information and knowledge, modelling and usage of information streams in social systems, formation of brain capital and corporate culture.

Work of experts in social computer science allows raising competitiveness of the organisations, new information and organizational culture generation, pursuing effective social policy.

The annual requirement in experts in the mentioned speciality according to demands of organisations and enterprises alone in the Kharkov region makes 25-38 people a year in 5 years.

The training chair for preparing experts of the speciality 8.080204 “Social informatics” is the “ SI” chair. The head of the chair is doctor of technical science, Professor E.A. Solovyova, who simultaneously is the head of the joint with the Institute of computer science NAS of Ukraine Science Educational Knowledge Management Centre.

The resource base and its development perspectives

The training chair of “Social informatics” has educational premises for lecture and laboratory purposes and the academic staff room. Lectures for groups more than 30 students are lead in university auditoriums. Seminars, practical trainings and laboratory classes are conducted in specialised computer classroom of the SI chair using multimedia.

The total area / educational area which belonged to the chair is 193,5/82,3 square meters, the number of premises (total number of places for corresponding kinds of studying) is 4 (15) laboratory and 1 (30) lecture classrooms, there is a chair local network and the access to the Internet, the number of computers is 21, a possibility of usage of the material and technical basis without external organisations (scientific research institutes, enterprises, institutions, etc.).

In all premises of chair modern qualitative redecoration has been done, the computers and other techniques fleet is being supplemented, the electronic library, the local network is extending, the software is being updated.

The SI chair staff

The educational process at the SI chair is provide by staff teachers: 1 professor (doctor of technical science), 3 senior lecturers (2 of them have PhD in technical science), 1 senior teacher, 2 assistants. The average age of the staff teachers is about 38 years. The percent of teachers who have scientific degrees is 42.9 %. Moreover 2 senior lecturers (PhD in technical science and economics) and 1 assistant. The percent of part-time teachers who have scientific degrees is 66.7 %. At the end of 2008 one of the staff teachers (PhD in technical science) defended a thesis for obtaining a doctor’s degree. The PhD work of the senior teacher is accepted in council on the dissertation defence. Thus, by the end of 2009 an increase of the percentage of the staff teachers who have scientific degrees is planned.

In the scientific and pedagogical reserve of the hair there are 3 post-graduate students who honesty work over their dissertations and undergo practical teaching training. Their dissertations defence is planned for 2010 - 2012, and the defence of 3 works throughout one or two years are planned as well.

For the experts training in the speciality of "Social informatics" the SI chair has a possibility to involve highly skilled experts in the field as well as leading scientists of scientific research institutions in Kharkov.

Educational-methodical supply

The structure and the maintenance of qualifying characteristics of a specialist of the speciality of 8.080204 correspond to the methodical recommendations of the Institute of the maintenance and methods of education.
The curriculum provides master training with educational term of 5 years and includes humanitarian and social and economic, natural-science (professional focused) and practical training which provide a certain educational-qualifying level.

Work on preparation of manuals and textbooks is being constantly conducted by the chair, 10 learning aids have been published, the majority with the signature stamp of MES. Teachers, post-graduate students and staff of the SI chair have more than 300 scientific works.

The chair has prepared a kit of educational-methodical literature, which is used for students training.

The thesis projection has an important role in the specialists training. The chair has a rich system of business connections in this direction with the leading enterprises and institutions.

Prospects of the scientific and scientific-publishing activity

At the chair regular scientific activity under the direction of corresponding member of NAS of Ukraine, Honoured Science and Technology Worker, professor, doctor of technical science M.F. Bondarenko in the field of systemological knowledge oriented technologies and their application in organizational systems.

A new perspective direction “Noospheric methodologies and technologies of problems solving of competitive intelligence” is being researched.

For last year 5 scientific research agreements about informational analytical work connected with educational process have been concluded, signed, carried out and successfully are carried out in-house 5 research. The joint Science Educational Knowledge Management Centre has been opened together with the Institute of computer science NAS of Ukraine; one of its aims is to implement scientific results in the educational process.

As to the international cooperation of the chair, this year KhNURE (in the name of our chair) has agreed with Belgian and other European universities to participate in 2 grants, which are connected with opening a new speciality under the TEMPUS - ІV program of the European Community.

The SI chair supervises the section of “Competitive intelligence and knowledge management” in the annual international youth forum "Radio electronics and youth in the ХХІ century".

In KhNURE there are all conditions for quick publishing of printed educational-methodical materials. The university has a powerful printing base; therefore the necessary educational and scientific literature is published on time.

As far as the edition of methodical workbooks and methodical instructions is one of the main directions of students training improvement, educational-methodical materials and methodical instructions for all kinds of activities and disciplines of the curriculum are improved to supply educational process by the chair’s teachers
            
Material and technical, educational and methodical, scientific and personnel potential, practical experience, the level of the material base condition, scientific and pedagogical level and qualification of the SI chair’s  teachers confirms existence of real possibilities to train experts of the world level on the speciality of  8.080204 “Social informatics” since 2009.
