Substantiation of licensing for master’s training
of speciality 8.000001 "Quality, standartization and certification"
in Kharkov National University of Radioelectronics

Standardization and certification of products and services, ensuring quality of production in accordance with the requirements of international standards is mandatory tasks of the State industrial policy for the successful integration into the global economy.

In such circumstances a problem of providing a sufficient number of qualified professionals with perfect knowledge of the certification, standardization and quality become urgent. Specialists, who have perfect knowledge of systems analysis, modern management of enterprises, capable of applying effectively these knowledge to solve specific problems in practical work, have their own individual ideas and approaches to solving industry problems, and who able to engage in research activities. Specialists-masters, who prepared for admission to graduate school, are oriented profession as teacher of high school in the aforementioned areas.

Significant demand for master's degrees in this specialty exist on an instrument-making enterprises, manufacturing, scientific research institutions, universities, Conformity assessment body and laboratories, calibration laboratories, organizations, which importing measuring equipment and enterprises of Derzhspozhivstandart of Ukraine.

Kharkov National University of Radio Electronics offers to train highly skilled Masters of specialty 8.000001 "Quality, standardization and certification". Masters in quality, standardization and certification will be able to solve such urgent tasks:

• - development of scientific bases to adapt the requirements of standards ISO 9000 and 14000 to the peculiarities of Ukrainian enterprises and institutions;
• - development of new national standards and technical regulations;
• - harmonization of existing national standards with international regulatory documents;
• - adaptation of Ukrainian Conformity assessment bodies to the requirements of European accreditation bodies;
• - organizing and conducting training courses for managers and professionals in quality, certification, etc.

Leading department in the training of this master's specialization is the Department of Metrology and Measurement Technology.

Since 2004, the Department of Metrology and Measurement Technology has trained about 100 specialist of specialty 7.000001 "Quality, standardization and certification". This department trains candidates and doctors of science by specialty 05.01.02 – Standardization, certification and metrological assurance. 5 leading teachers of the department (doctors and candidates of science) lead post-graduate and doctoral courses at the specified scientific specialty. 3 major professor of the department (doctors of science) are members of the specialized scientific councils on this specialty. Since 2002, the voluntary certification body (registration number SLM-054 from 03.06.2002.) In 2002 testing laboratory department was accredited for technical competence in the System UkrSEPRO by the State Standard of Ukraine, its certificate (№ UA 6.001. T. 845) was confirmed by the National Accreditation Agency of Ukraine in 2005. The department has a branch at the National Scientific Center "Institute of Metrology". It works closely with the Kharkov regional center of Derzhspozhivstandart, its specialists teach students in KNURE, and teachers from the Department of Metrology and Measurement Technology are involved in the regional center for training its employees.

Students-undergraduates have the opportunity to learn the specified specialty at the leading enterprises of Ukraine and simultaneously to do research work under the guidance of outstanding scientists, in the period of study to pass candidate exams, go to graduate school.

KNURE has close cooperation with leading scientific institutions in the world, universities, major companies, firms, institutions of conformity (Russia, Poland, Bulgaria, Germany, Great Britain, Finland, France, USA, Argentina, China, etc.) that allows specialists and teachers in a timely manner to monitor global trends in international standardization, conformity assessment and development of quality management systems.

Masters of specialty 8.000001 "Quality, standardization and certification” will be awarded the qualification 2419.1 "Researcher (marketing, business efficiency, rationalization of production)”.
